Who do I talk to about a nurse invading my privacy?

recently i was on the phone changing my doctors and a nurse made a very rude remark/ unprofessional remark. i was transfereing from the doctor because i wasnt getting the care that i needed and the nurse told me that the doctor would not give me a referal for the narcotics.
