I have really bad ingrown hairs on my bikini line. Ive done everything to get rid of/prevent them including?

exfoliating daily, waxing, using tend skin and other treatments with salicylic acids and such and yet I still get an ingrown in almost every hair follicle and most of them are big and painful. PLEASE help :(!
