ATTENTION: Scientist, environmental physics. Would this be possible?

With our North and South poles unfrezzing caused by the global warming, could it be artificially developed to creat a "lake effect" in the areas that are unfreezing? Would that be able to maintain the artic areas that are vital to our planet?
